Sorry for your frustration. The fine point here is that if it's relationship specific "friend" in this case, it can only go in that "relation" category and not also in a general category like "flowers".
You can still have 2 categories per card so in this case the best ones for your card are:
Occasion >> Thinking of You >> Friend
Collections >> Flowers & Garden
We do this in an effort to not bog down the general and subject matter categories with specific cards that the shopper would have to sort through.
