More Category Confusion

Ok yeah, don't mean to split hairs, but I am just trying to understand and I know the review team is just doing their job... however. I have a photo card #755924.It was returned for edits for several reasons, one being the category issue. I had it in - Holidays » Valentine's Day » Photo Cards / Your Picture Here and was asked to replace it with - Collections - Photo Cards / Your Picture Here - Valentine's Day. What's the difference and maybe the category is a little redundant?
I was also asked to add it to Holidays >> Valentine's Day >> Missing you - which made perfect sense, guess I missed that category and am glad the team caught that.

Can someone give me more perspective?

All 3 of those categories are options for you. Looks as though they weren't suggesting a fix but an improvement to give your card better (more broad exposure). Any combination of 2 would be correct.

Holidays >> Valentine's Day >> Missing you
