A few times I have used the note to reviewers field to ask for help with categories. However, recently we were asked to contact the review team by email about category questions prior to submission instead of asking in the reviewer notes. (can't find the thread, but it was a response by a reviewer in one of the forum threads)
Would you clarify this? Want to do be sure we are all on the same page.

Sorry, without the specifics on the prior thread it's hard to say. Share the link if you come upon it again.
In general though you shoud submit your cards with the best matched category selected. When a perfect match does not exist you should put it in the next best which is often the related >> Other subcategory.
If you've created for a category or subcategory that doesn't exist ... you should follow the above (put it in the related >> Other) and make a note for a new category/subcategory to be considered. The category request can instead or also be posted on the forum (although these don't get attended to quickly).
To take a step back however, ideally you'd have your category identified before you even start creating your card.
