The issue is that cards "For Dad" within Father's Day are not considered General. They are relationship specific because we also have Father's Day cards for Uncle, Son, Brother, etc. The General ones are Father's Day cards that could be given to anyone who is a father.
To keep the Father's Day >> Animals / Pets >> Cats category manageable for shoppers we do not allow specific cards (relationship or age for example) in any category outside of their specific category (an exception is the Collections categories which are allowed as a 2nd category on just about any card). This is so shoppers looking for "Cat Father's Day" cards for example don't have to shop through a sea of different relationships, only the general (non-relationship specific) ones.
This also applies to Mother's Day.
Onsite search works great for these kind of "subject matter" shoppers and if your card is titled and keyworded effectively, which yours appear to be, the shopper will find exactly what they are looking for.
