I may be wrong, but I think being "on hold" often means that a reviewer is conferencing with another reviewer or sending our card along to another reviewer for an additional opinion. Even though we redesign and resubmit a card, it doesn't mean that the reviewers have to automatically like our revisions. Yes, it's disappointing, but if you like it, but they don't, no worries: you can go ahead and offer it for sale at other PODs.
